Those ranked S.I.T. and higher are currently allowed to upload animated avatars. This was actually one of the topics of discussion at our last staff meeting. We have a few group and permission changes that will go along with our site overhual to take place in a month or so.
In the meantime, if you have an animated avatar you would like to use PM a moderator or administrator and we'll ut it on your account
