ROMS are direct emulations of games. Like, if we offered Twilight Princess free for download 
. People make flash games and RPG spinoffs all the time. Nintendo allows fan games a long as they are not sold. A very good example is a fan made RPG called "The Legend of Zelda the 5 Sages" made with RPG Maker. We can't offer these fan games for download unless the auther gives us permision of course. Maybe I can work on aquiring the 5 sages, it's actually very fun .
There is also a modification for our forum software called VBarcade. We could implement this, although it would suck our bandwidth away. We need that bandwidth for more important things like keeping our downloads up and walkthroughs downloadable for anyone on the web.
