Are you referring to its ESBR rating or its reviews by gamers?
 
Which reviewer are you referring too? However games are rated, there is generally always a large bit of explanation to support such a rating ;).
 
Well, I find that shadow is cool, yet the rating (on how good a game is) was sadly low, especially since it was BEFORE sonic team wasnt doing well.
